Quality Incentive Program (QIP)

The Department of Developmental Services (DDS) has announced implementation of a voluntary Quality Incentive Program (QIP) for community service providers, pursuant to Welfare and Institutions Code section 4519.10.  The development of a state-wide QIP began in fiscal year ‘21/’22 with stakeholder workgroup meetings in November 2021. 

According to a directive issued to Regional Centers on September 23, 2022, “The QIP is designed to improve consumer outcomes, service provider performance, and the quality of services.  Participating service providers that meet or exceed quality measures developed by the Department with input from stakeholders, will be eligible for incentive payments…. Through the collective work of the QIP workgroup, the QIP has six areas of focus: Prevention and Wellness; Employment; Early Intervention; Workforce Capacity; Service Access; and Informed Choice and Satisfaction.  Each focus area has one or more quality measure(s) tied to specific desired outcomes, with corresponding performance targets and incentives.”

During Fiscal Year ‘22/’23 Phase 1 includes measures and incentives for the following 4 of 6 areas of focus:

  1. Prevention and Wellness
  2. Employment (Access and Capacity)
  3. Service Access
  4. Workforce Capacity

Phase 1 (FY’22/’23) – Priority Areas (Measures and Incentives)

Prevention and Wellness: 

During Fiscal Year ‘22/’23 Phase 1, the Prevention and Wellness area is focusing on the desired outcome of ensuring individuals residing in Adult Residential Facilities for Persons with Special Health Care Needs (ARFPSHN)’s receive preventative health services at medically recommended frequency.

Employment:  Access and Capacity

TO SUPPORT INCREASED EMPLOYMENT ACCESS…During Fiscal Year ‘22/’23 Phase 1, the Employment area is focusing on the desired outcome of increasing Access to Community Integrated Employment (CIE) for persons with intellectual and developmental disabilities (I/DD).

TO SUPPORT INCREASED EMPLOYMENT CAPACITY…During Fiscal Year ‘22/’23 Phase 1, the Employment area is focusing on the desired outcome of expanding system-wide Capacity for persons with intellectual and developmental disabilities (I/DD) to achieve Community Integrated Employment (CIE).

Service Access

During Fiscal Year ‘22/’23 Phase 1, the Service Access area is focusing on collecting and analyzing baseline data regarding the Direct Support Professional (DSP) workforce to increase service Access, support individuals in their preferred language, and increase consumer satisfaction with their DSP.

Workforce Capacity

During Fiscal Year ‘22/’23 Phase 1, the Workforce Capacity area is focusing on collecting and analyzing baseline data regarding the Direct Support Professional (DSP) workforce to better understand the workforce and increase service Access, support individuals in their preferred language, and increase consumer satisfaction with their DSP.
